Sheff Wed Deals with Serious Challenges, Says Football Regulator

'We are going to be a part of football's future' - newly appointed regulator the regulator's chair

Sheffield Wednesday's current difficulties are seen as a "major concern" and the football regulator is aiming to acquire authority to investigate clubs in comparable cases, the recently named head David Kogan has declared.

In a wide-ranging interview, Kogan, who was appointed on Monday, voiced concern towards supporters of the Owls.

Kogan met with four fan organizations representing the Championship side recently.

The Championship side have been experiencing difficulties in multiple areas in the current year, with the club delaying salary disbursements on multiple instances, including in last month.

"Evidently Wednesday represents a major concern for the league and a significant problem for football," Kogan told.

"Sheffield Wednesday is one of the iconic names for English football and in recent days we have met supporters' organizations.

"We are seeking authority... which will allow us to have Sheffield Wednesday - and other clubs submitted for our review if they warrant scrutiny and dealt with."

Monetary Issues and Ownership Situation

The team's struggling chairman Dejphon Chansiri stated during the off-season he would be willing to sell up at their home ground, but he has not been able to secure a deal with interested parties.

Failure to pay player wages on time in earlier this year resulted in restrictions being imposed by the English Football League (EFL) in summer, preventing the club from carrying out any player acquisitions for the following recruitment periods, although the ban was rescinded in late summer.

Authority's Position

Kogan said: "The position was created for the Owls followers, Bury or any football club where fans are dedicated to a regional establishment that has been part of their lives in numerous instances.

"I have absolute sympathy for the team's plight, as I do for all the clubs that in modern times have encountered failure, or nearly ceased operations, for reasons that have nothing to do with the fans themselves."

Questioned about whether the oversight body could require an chairman to relinquish a club if they are deemed unsuitable, Kogan said: "If your question is 'would we intervene in the final instance?', the reply is once we collect the information and know what's going on, we will."

But the regulator clarified that forcing owners to sell clubs would be considered the final option and the regulator would prefer to collaborate with owners.

"The last thing what we want to do is commence engagement with an particular organization, an individual owner, without having the opportunity to collaborate with that chairman to fix the problems affecting the organization and the proprietor's dealing with," the chairman stated.

"However, realistically, when you look back over the history of football, over the last 20 or 30 years there have been certain proprietors, few in number, but certain individuals who have acted carelessly in the manner they have operated their organizations and finally decline to assume obligation for the future."

'Errors may undo substantial development'

The chairman convened with delegates from multiple organizations to explain the responsibilities of the regulator on Wednesday and maintained it represented a "forward-thinking discussion" with a "substantial involvement" from the lower divisions to the top flight.

"It's a job that's actually really important, because should mistakes occur, if the football community fails, the significant advances achieved necessary will vanish incredibly quickly," the regulator warned.

"This represents everyone's worst fear in the terms of English football is a huge success story - we need to continue the progress.

"There's an enormous amount of money entering the sport and has been channeled for the last 20 or 25 years, because there are no assurances it will persist in entering the game, which is among the factors explaining I think we have to maintain a focused outlook on challenges and obviously, of the coming seasons."

Top Flight Apprehensions

Elite division representatives objected to the formation of an authority because of concerns about detrimental effects on the elite division's competitive balance, but the chairman responded: "I completely endorse the success and growth as an commercial operation of the top division.

"I of all people understand the concern of undermining the Premier League as a premium product of England. But simultaneously, if you engage with division representatives after this week's discussion, they would have had a significant degree of comfort -and, in fact, they have been telling us in private they have a high level of reassurance."

Partisan Associations

The regulator remains subject to a "comprehensive investigation" by the public appointments commissioner after he disclosed making donations to the Labour Party in the past.

The 68-year-old donated money to Culture Secretary the minister's leadership bid, along with that of the now Prime Minister Sir Keir Starmer.

"I have been entirely transparent regarding my previous political affiliation [with Labour], and that party membership ceased the day the select committee approved my appointment," the chairman stated.

"I am presently disconnected from any sort of politics."
